The Scioto County LEPC is a community based organization that is here to help prepare our area for emergencies, especially those involving hazardous materials.

 

Under the Emergency Planning and Community Right-to-Know Act (EPCRA), Local Emergency Planning Committees (LEPCs) must develop an emergency response plan, review the plan at least annually, and provide information about chemicals in the community to citizens. Plans are developed by LEPCs with stakeholder participation. 

LEPCs are required by Ohio Revised Code Chapter 3750 to complete an annual exercise of the County Hazardous Materials Emergency Response Plan. The exercise must test various plan provisions and is evaluated by the Ohio State Emergency Response Commission. 


Tier II forms capture information about the types, quantities and locations of hazardous chemicals at a given facility. Mandated by Section 312 of the Emergency Planning and Community Right-To-Know Act (EPCRA) Tier II forms reporting the previous year’s inventory are submitted annually to local fire departments, LEPCs and State Emergency Response Commissions (SERCs). The information helps local and state emergency responders prepare for chemical events that could affect the community, and provides an emergency point of contact for each reporting facility.
