LEPC Meeting – October 24, 2024
The meeting was called to order at 12:30 PM in the conference room of Scioto County Job & Family Services by Information & Emergency Response Coordinator Larry Mullins. A quorum was established.

I. Approval of Minutes:
Review the minutes from the July 25, 2024 meeting for corrections, deletions, and any questions.

III. Items of Business:
a. SFY2025 LEPC Grant Payment: Scioto LEPC received its SFY2025 Grant Payment of $15,568.00 and paid it into the county treasurer’s office on August 29, 2024. The funds will be used to operate the LEPC and conduct exercises over the next year.
b. 2024 LEPC Hazmat Plan Update Submission. The Scioto LEPC Chemical Emergency Response and Preparedness (Hazmat) Plan was submitted to Ohio EMA’s Dan Endrizzi in July for his review before submission of the updated plan to the SERC by the October 17, 2023, deadline. A “No-Change Review Checklist” was submitted in lieu of an updated plan this year. The “No-Change Review Checklist” and a letter of concurrence were submitted to SERC at its August 17, 2024, meeting, were it was accepted.
c. 2025 LEPC Exercise: The 2025 LEPC annual exercise will be a Tabletop exercise.
A Tabletop exercise is a "verbal” walk through or discussion of the response procedures. It is designed to evaluate plans and resolve questions of coordination and roles. It must demonstrate at least three and not more than five objectives as listed in the Ohio Hazardous Materials Exercise and Evaluation Manual. In order to get ready for next year’s exercise, an exercise planning committee chairman was needed. Discussion held and nomination made.
· Motion: Approve George Moore as 2025 TTX Exercise Committee Chairman - made by Chris Niziol.
· Motion: Seconded by Paul Sheets
· Vote: Unanimous approval
· Resolved: Green Township Fire Chief George Moore was approved as the 2025 TTX Exercise Committee Chairman.
d. 2025 LEPC Meeting Dates: The proposed quarterly meeting dates for 2025 will be Thursday, January 23, 2025, Thursday, April 24, 2025, Thursday, July 24, 2025, and October 23, 2025. The meetings will again be at 12:30 pm in the conference room of the Scioto County Department of Job and Family Services, 710 Court Street, Portsmouth.
IV. Agency Updates: The meeting concluded with a roundtable of various agencies updating the group on the latest activities at their agencies, including the storm damages from Sept. 27, 2024.
V. Adjournment:
Motion from Chip Malliet to adjourn the meeting

Vote: Unanimous approval
The meeting adjourned at approximately 1:30 p.m.
