LEPC Meeting – October 27, 2023
The meeting was called to order at 12:30 PM in the conference room of Scioto County Job & Family Services. A quorum was established.

The meeting began by Director Mullins introducing Bill Lynn as the new Deputy Director of the Scioto County EMA. Attendees went around the table providing introductions to all as some new members were present.

Business:
SFY2023 LEPC Grant Payment: Scioto LEPC received its 2023 Grant Payment of $14,292.00 and paid it into the county treasurer’s office on August 29, 2023. The funds will be used to operate the LEPC and conduct exercises over the next year.
2023 LEPC Hazmat Plan Update Submission. The Scioto LEPC Chemical Emergency Response and Preparedness (Hazmat) Plan was submitted to Ohio EMA’s Brody Davis in August for his review before submission of the updated plan to the SERC by the October 17, 2023, deadline. On September 11, 2023, the updated plan was approved by the review team and submitted to the SERC. There are a number of recommendations made by the review team that will need to be worked on before next year’s submission (Please see attached LEPC Hazmat Plan review). Brody Davis commented briefly on the plan and stated that the plan was also approved by the state emergency response commission at their October meeting so the plan has been 100% approved for 2023.
2024 LEPC Exercise: The 2024 LEPC annual exercise will be a Tabletop exercise.
A Tabletop exercise is a "verbal” walk through or discussion of the response procedures. It is designed to evaluate plans and resolve questions of coordination and roles. It must demonstrate at least three and not more than five objectives as listed in the Ohio Hazardous Materials Exercise and Evaluation Manual. In order to get ready for next year’s exercise there was a need to appoint an exercise planning committee chairman. Jim Delabar agreed to be the exercise chairman for the 2024 exercise. He will be responsible for assembling his committee to work with him on the planning of the exercise. The deadline to complete the drill is June 2024; however, Scioto County always tries to hold their drill in April each year.
2024 LEPC Meeting Dates: In order to enable more people to participate in the LEPC meetings next year, the meetings have been moved from Fridays to Thursdays. The proposed quarterly meeting dates will be as follows:

The meetings will again be at 12:30 pm in the conference room of the Scioto County Department of Job and Family Services, 710 Court Street, Portsmouth.
Agency Updates: The meeting concluded with various agencies updating the group on the latest activities at their agencies.
