Committee Meeting - April 29, 2022
Meeting was called to order at 12-Noon in the conference room of Scioto County Job & Family Services. A quorum was established.

· Financial Report given by Information & Emergency Response Coordinator Larry Mullins.

Business:
· Coordinator Mullins gave an update on the Covid19 situation for the county. He reported that as of 3 March 2022 Scioto EOC had transitioned from partially activation to normal operations. Mr. Mullins stated that the decision to deactivation of the EOC was made in consultation with the County’s Health Commissioner Dr. Martin and to the state (ODH) ending their daily reporting of the Covid numbers. Mr. Mullins added that the state now only updates the Covid numbers on a weekly basis. Mr. Mullins asked the group if there were any questions about the deactivation of the EOC. Hearing none he moved to the next agenda item.
· Coordinator Mullins next gave an update on the LEPC’s required annual exercise. Mullins told group that the exercise was held on 24 March 2022 at the Senior Center in Franklin Furnace. Mr. Mullins told the group that they should have received a copy of the exercise report that was submitted to the SERC that was produced by Brody Davis, of Ohio EMA. Mr. Mullins said that this year’s exercise was a tabletop and the objectives to be demonstrated Initial Notification of Response Units, Incident Assessment, Population Protection Actions, Access, and Traffic Control. Mr. Mullins added that there were 38-people in person for the exercise. Mr. Mullins added that he thought the exercise had gone very well. Mr. Mullins thanked George Moore who was the chairperson of the exercise planning committee and Jim Delabar who was scenario developer and the rest of the exercise committee that met and planned the exercise and executing it. Mr. Mullins then asked the group if there were any comments or questions concerning the exercise. Brody Davis told the group that the exercise reported was accepted and approved by the SERC at their April meeting. Mr. Mullins asked Lorie Mounts of Ohio EMA if she would like to add anything, and she told the group that she thought it was a really good turnout, great participation, folks did a really excellent job of reaching out and talking across the table. Mr. Davis added that the group did an excellent job cooperating between county and state lines. Ms. Mounts added that Todd Childers of the Coast Guard approached them at the Lawrence County LEPC meeting for more information about the Scioto County scenario that they could use to expand on it to use in planning a small table to expand on what they would do in the scenario. Ms. Mounts added they (the Coast Guard) was very appreciative that they were included, and they really like the scenario was well. Mr. Childers added that the scenario was very well written, and he thanks Brody and Lorie for helping them out by sending the information. He told the group that they are gong to take the same scenario and do in-house incident command and refresher qualification training. Mr. Childers added that our exercises go a long way even if you do not see it.
· Mr. Mullins next discussed the development of a EOC Call Out Sheet that he would be emailing out to everyone in order to development a list of volunteers that can be called upon to help staff the EOC if it is activated in a disaster. Mr. Mullins asked the group to please sign up themselves or others from their respective agencies or organizations that can be counted on to help at the EOC in time of emergency. Mr. Mullins added that when the EOC is activated it is 24/7 so we need volunteers that can help staff the EOC.
· Mr. Mullins next thanked Scioto County Job & Family Services Director Tammy Moore for becoming the new host from the LEPC meetings. Mr. Mullins said he thought the new location would work out fine going forward.
Updates:
· Lorie Mounts & Brody Davis gave an update on the current situation and recent activities of Ohio EMA and talked about the recent LEPC exercise and upcoming exercises.
· Jim Delabar gave an update for ALTIVIA including a fire that occurred on 13 April during the demolition of an unused facility. The fire was quickly controlled with no injuries.
· Sheriff David Thoroughman next updated the group on current events at the Sheriff’s Office reporting no serious issues.
· Justin Clark gave an update on the current situation and recent activities at SOMC. Justin reported Covid numbers continue to be lower, and the hospital is happy to be trying to transition back to normal or what normal looks like after Covid.
· New Portsmouth Fire Chief Chris Lowery updated the group on the FD telling the group their had been huge changes this year. Not only did Chief Raison retire but several officers and firefighters are retiring or have retired. Chief Lowery also acknowledged the line of duty death of Firefighter/EMT Edward Long in March. Chief Lowery told the group that there are a lot of fresh faces, but the transition is going well.
· Todd Childers, Port Security Specialist with the US Coast Guard gave an update on their activities including FEMA Port Security grants. Both Sheriff Thoroughman and Chief Lowery expressed interest in applying for the grant to purchase watercraft. Todd told both to reach out to him for more information.
· Roy Grimmett and Amber Dean gave an update on recent activities of the Red Cross.
· Craig Gullion updated the group on activities at Compass Health telling the group that they continue to do in person and telehealth and continue to distribute Covid tests and N95. He also told the group that Compass Point House just received Ohio Recovery Housing recertification for all there properties.
· Jon Peters gave an update on SSU including that commencement would take place tomorrow (30 April 2022) and they were expecting 2,500 - 3,000 people on campus for the event.
· Chip Maillet told the group that Governor DeWine was in town yesterday (4/28/22) and announced $500 Million in grant funding for Appalachia. Chip asked the group if any of that money could be use for emergency services. No one really know what the funds could be for accept infrastructure. The project is called “Ohio Builds - Small Communities, Big Impact - A Plan for Appalachia” will focus on 3-areas including restoring historic downtown areas, improving health in communities, and rebuilding local workforces. Mr. Mullins added that he did see where the Portsmouth Health Department had received a $151,000 grant to mitigate the asbestos in the former Martin’s building. But was not sure if that funding was part of what the Governor announced.
