MEETING MINUTES

Committee Meeting - May 28, 2021

Meeting was called to order at 12-Noon virtually via Zoom. A quorum was established.

Approval of Minutes:

· Motion: Approve minutes from 28 March 2021 meeting - made by Dan Simco.

· Motion: Seconded by Tammy Moore-Morton.

· Vote: Unanimous approval

· Resolved: Minutes from 28 March 2021 meeting approved without modification.

Reports:

· Financial Report given by Information & Emergency Response Coordinator Larry Mullins.

· Motion: Approve financial report - made by Tammy Moore-Morton.

· Motion: Seconded by George Moore.

· Vote: Unanimous approval

· Resolved: Financial report was approved without modification.

Business:

· Coordinator Mullins reported that Scioto LEPC received exemptions from the SERC for the required annual exercises of the hazardous materials plan for FY2020 & FY2021. Mullins reported the exercise cycle will resume in 2022.

· Coordinator Mullins gave a Covid19 update and reported that with the numbers trending in the right direction Scioto EMA would close the JIC & stop daily Covid updates on 1 June 2021. The EOC will remain in partial activation for continued contact tracing by the county health dept. The EOC continues to fill PPE request, however the requests have tapered off dramatically in the past month.

· Coordinator Mullins LEPC members will be receiving a copy of the LEPC Constitution with some proposed changes mainly changing the meeting schedule to quarterly meetings. The proposed changes will be voted on at the next meeting on 24 September 2021.

· Coordinator Mullins said that he is working on a webpage for the LEPC in order to help improve the presence of the LEPC in the community and help educate the public on what the LEPC is all about. He hopes to have the new website up and running in the next month or so.

· Coordinator Mullins said that it is hoped by October the LEPC & EMA will have a new mass notification system in place called Code Red. Mullins said that the Sheriff & County Engineer had collaborated in choosing the new software. It is hoped that the new tool will improve the LEPC & EMA’s abilities to warn the public of emergencies in our county.

Updates:

· Dr. Martin gave an update on the improving Covid19 pandemic situation, and the new headquarters of the Scioto County Health Department located in the basement of the Scioto County Courthouse Annex.

· Roy Grimmett & Amber Dean gave updates on recent activities of the Red Cross

· Epidemiologist Molly Davis gave an update on her perspective of the status of the Covid19 pandemic.

· Chad Wamsley from the Portsmouth City Health Department gave an update on the improving Covid19 pandemic from the perspective of the city health department.

· James Neal gave an update on recent activities at King’s Daughters Medical Center

· Major Dan Simco gave an update on recent activities of the Salvation Army.

· Tammy Moore gave an update on recent activities of the Scioto County Department of Job & Family Services

· Lori Mount, Ohio EMA SE Regional Supervisor, introduced her new assistant EM Specialist Brody Davis.

· Brody Davis told the group about his background in public safety, law enforcement, fire, EMS, public health, and EM and that he looked forward to working with the LEPC and meeting everyone in person in the future.

· Lori Mount added that she was happy that the SERC was able to approve the exercise exemptions, and that Brody will be reaching out concerning exercise planning for FY2022, the new 4-year exercise cycle, and the revised Hazardous Materials Plan Exercise Evaluation manual for Ohio LEPC’s. She said Brody would be putting out a reminded about Hazardous Materials Plan that every county must review and provide a “No Change” or update by the October 17th deadline. She also reminded the LEPC that the HMGP grant is available in case the LEPC would wish to hire a contractor to keep the update of the plan. She said the LEPC would have to reach out to grants coordinator Tim Manns for more information.

· George Moore gave an update on Green Township and added that he was pleased to hear about the county adding a mass notification system. He said that being able to let people know what is going on in the area has always been a huge concern of his, especially with the footprint they have in Green Township. He added that he was sure that the plants in his area will be pleased with the news. George added that we should take a moment to keep the firefighters and EMS crews on the westside in your thoughts and prayers as they are dealing with one of our worse nightmares a plane crash.
