MEETING MINUTES
LEPC Meeting – July 28, 2023
The meeting was called to order at 12:30 PM in the conference room of Scioto County Job & Family Services. A quorum was established.

Approval of Minutes:
· Motion: Approve minutes from April 28, 2023, meeting - made by Jim Delabar.
· Motion: Seconded by Blain Duduit.
· Vote: Unanimous approval
· Resolved: Minutes from 28 April meeting approved without modification.
Reports:
· Financial Report given by Information & Emergency Response Coordinator Larry Mullins.
· Motion: Approve financial report - made by George Moore.
· Motion: Seconded by Chip Maillet.
· Vote: Unanimous approval
· Resolved: Financial report was approved without modification.
Business:
LEPC SFY23 Financial Report: Mr. Mullins informed the group that he had filled the required LEPC Financial Report with the state. Mr. Mullins told the group that the report covered the period of July 1, 2022, through June 30, 2023. Mr. Mullins told the group that they should have received an email copy of the report with their meeting information. Mr. Mullins asked the group if there were any questions, comments, or changes concerning the report. Hearing no questions, comments, or changes Mr. Mullins asked for a motion to approve the report.
· Motion: Approve SFY23 Financial Report as submitted to the state – made by Tammy Moore-Morton.
· Motion: Seconded by Justin Clark.
· Vote: Unanimous approval
· Resolved: SFY23 Financial Report was approved without modification.
LEPC Hazmat Plan Update: Mr. Mullins next told the group that the LEPC Chemical Emergency Response and Preparedness (Hazmat) Plan, also known as Annex O of the Scioto County Emergency Operations Plan, that is required to be submitted to the SERC annually had several updates from last year’s submission. Mr. Mullins said that the updated plan was emailed to the LEPC membership for review. Mr. Mullins told the group that he had heard from Jim Delabar from ALTVIA Chemicals with some corrections for their contact information. Mr. Mullins asked the group if anyone else had any questions, comments, or changes to the plan. No one had any comments, questions, or additional changes to the plan. Mr. Mullins then told the group as part of the submission process the LEPC had to adopt a resolution granting Mr. Mullins to submit the plan to Ohio EMA for review before it is submitted to the SERC. Mr. Mullins added that after approval is received from the LEPC membership, the plan will be sent to the Scioto County Commissioners for their approval before it is submitted to the SERC. Mr. Mullins added that the plan last year was submitted without any changes. Mr. Mullins told the group that there were some information updates that needed to be added into the plan for this year’s submission. Ms. Mount from Ohio EMA explained to the group the importance of doing the annual LEPC exercise, reporting, and updating the Hazmat plan annually. She told the group that those three things are tied to the LEPC Grant funding. Ms. Mount said if you don’t do one of those three things you won’t receive your LEPC Grant funds. Ms. Mount asked Mr. Mullins what was the amount of the Scioto LEPC Grant and Mr. Mullins told her roughly just under $15,000. Ms. Mount told the group that if you don’t do the required things you risk losing $15,000, so that’s why it’s important to do all these things. Mr. Mullins then told the group that we need to have a vote of the LEPC members present to approve the resolution.
· Vote: 16 LEPC members present voted to pass the resolution. There were no votes against or abstentions.
· Resolved: The resolution authorizing Mr. Mullins to submit the updated Scioto LEPC Chemical Emergency Response and Preparedness Plan to the SERC was approved.
Agency Updates: The meeting concluded with various agencies updating the group on the latest activities at their agencies.
