MEETING MINUTES
Committee Meeting - September 24, 2021
Meeting was called to order at 12-Noon at the SOMC Friends Center. A quorum was established.

Approval of Minutes:

Reports:
· Financial Report given by Information & Emergency Response Coordinator Larry Mullins.

Business:
· Coordinator Mullins gave an update on the Covid19 situation for the county. He reported that Scioto EOC remains partially activated to help support mission and PPE requests. Mr. Mullins told the group that the state had stopped shipping PPE in December, however Scioto EMA can still make PPE requests, however it has to be picked up in Columbus at the ODH warehouse. Mr. Mullins told the group that most of the PPE request are coming from the nursing homes throughout the county. He added that the nursing homes are having a difficult time with staffing issues.
· Coordinator Mullins gave an update on the LEPC’s Chemical Emergency Response Plan. Mullins told the group that they should have received a copy of the updated plan that is required to be submitted to Ohio EMA for review before being submitted to the SERC by October 17th. Mr. Mullins asked the group if they had any questions or comments concerning the updated plan. Kim Carver said that it is really a job to update the plan, so good job. Mr. Mullins thanked her for her comments. Mr. Mullins said that the area’s companies that have hazardous chemicals all do a good job reporting their required Tier II forms to Ohio EPA and the local LEPC. Mr. Mullins said that in August AEP informed the LEPC of a reported quantity spill when a car hit a utility pole and the power transformer fell into a near by creek spilling its contents. AEP did their best to contain the spill, however most was washed away by the high water due to an overnight storm. Mr. Mullins asked if there were any other questions or comments about the plan and hearing none, Mr. Mullins asked for a vote from the membership present to approve the updated plan for submission without modification. The plan was unanimously approved for submission.
· Coordinator Mullins gave an update on the LEPC Constitution. Mr. Mullins told the group that the LEPC members should have received a copy of the LEPC Constitution with proposed changes mainly changing the meeting schedule to quarterly meetings. Mr. Mullins asked if there were any questions or comments about the updated Constitution and hearing none, Mr. Mullins asked for a vote from the membership present to approve the updated Constitution without modification. The updated Constitution was unanimously approved for submission.
· Coordinator Mullins updated the group on the County’s new emergency notification system, Code RED. Mullins said that Scioto EMA in cooperation with the Sheriff’s Department, County Engineer, and the Scioto County Commission would role out Code RED starting October first. Mullins told the group that members from each department along with himself received training on how to operate the system. He added that as the system is rolled out it will be a process of learn as we go. Mullins said it is important to get the public to sign up for the service. Mullins added that it will help the county push out emergency information much quicker. Mullins also said that the alerts can be geo coded to certain parts of the county that way emergencies only affecting certain parts of the county can be targeted to just that area. Mullins said the service is free and can deliver alerts by text, email, and voice message. Mullins added that a promotional campaign to promote the service to the public is forthcoming.
· Coordinator Mullins next talked about the need to establish an exercise planning committee to meet the annual LEPC exercise requirement by June 30, 2022. He told the group that this year’s exercise will be a table top exercise. Mr. Mullins asked for volunteers for the committee which included Kim Carver, Roy Grimmett, Amber Dean, Jim Delabar, and George Moore. Kim Carver also recommended that Darren Price be contacted about serving on the planning committee.

· Scioto County Sheriff David Thoroughman gave an update on his department.
· Chris Niziol, Scioto County ODOT Manager, gave an update on his department.
